The general capacity to understand (intellectus) covers simple apprehension, judging, and reasoning. Boundaries between categories are not distinct in Western philosophy, however, and since at least the 19th century, Western philosophical works have usually addressed a nexus of questions rather than distinct topics. A king or other ruler has power not immediately from God but from the community that consents to his rule, but once the community has bestowed rulership, the ruler is the vicar of God and must be obeyed.
