There is growing opposition to the ritual, which is often seen as a form of suicide or euthanasia. Yasukuni Shrine in Tokyo enshrines the spirits of the soldiers who died for Japan and the emperor, not as souls of the dead but as kami (i.e., deities that have power to give vitality). They are all, even those not actually spoken by him, to be 'Buddhavacana' or the word of the Buddha. That is a stylized image of *A* buddha (he is called Hotei or the Laughing Buddha), not Sakyamuni Buddha (which is who people are referring to when they say "the Buddha," the buddha of our time.) He is represented like that to show happiness/jolliness and plenitude, not because he looked like that in real life.
